1. Конституційне звернення щодо відповідності Конституції України (конституційності) питань, які пропонуються для винесення на всеукраїнський референдум за народною ініціативою, має бути спрямоване до Суду до проголошення Президентом України всеукраїнського референдуму за народною ініціативою.
