1. Справи, конституційне провадження щодо яких відкрито, Суд розглядає в порядку письмового або усного провадження.
2. Основною формою розгляду справ у Суді є письмове провадження.
Форму провадження визначає Сенат, Велика палата.
3. У справі, яку Суд розглядає в порядку письмового провадження, окремі питання можуть розглядатися в порядку усного провадження.
